Dr. G. R. Raghavender is a distinguished legal and policy expert with extensive experience in Intellectual Property Rights (IPR), justice delivery, legal reform, public policy, and international treaties. He currently serves as Senior Consultant (IPR) with the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce & Industry, Government of India.
A former Joint Secretary in the Department of Justice, Ministry of Law & Justice, Dr. Raghavender has contributed to major initiatives relating to justice delivery, legal reforms, e-Courts, and enforcement of contracts. He has also served as Registrar of Copyrights and has played an important role in the development of copyright policy and legislation in India.
His international engagement includes participation in WIPO negotiations and international treaty processes, including the Beijing Treaty and the Marrakesh Treaty. He has also contributed his expertise to copyright law reforms in several countries and regularly speaks at national and international academic and professional forums.
Dr. Raghavender holds a Ph.D. in Intellectual Property Rights and degrees in Law, IPR, Public Policy, Development Studies, History and Library & Information Sciences. His multidisciplinary experience brings a valuable perspective to NAVYA's work in justice, rights, legal awareness, research and social change.
