Governance & Public Policy Advisor
Mr. Ganga Ram Aloria is a distinguished former Indian Administrative Service (IAS) officer with over four decades of experience in governance, public administration, strategic planning, infrastructure development, policy formulation and project management. An economist by training, he served as Chief Secretary, Government of Gujarat, providing senior-level policy advice and overseeing governance and development across the State.
His extensive career spans district administration, urban development and housing, transport, land reforms, environment, irrigation, infrastructure, finance and social-sector governance. He has held several senior positions including Chief Secretary; Additional Chief Secretary (Urban Development, Urban Housing & Home); Joint Managing Director/Managing Director, Sardar Sarovar Narmada Projects; Municipal Commissioner of Surat, Vadodara and Rajkot; Managing Director, Gujarat State Road Transport Corporation; Transport Commissioner; Commissioner, Gujarat Housing Board; Collector & District Magistrate; and District Development Officer.
Among his notable contributions was the planning and execution of the Statue of Unity project in Gujarat. He has also specialised in the formulation and implementation of major infrastructure projects, including those developed through Public–Private Partnership (PPP) models.
Mr. Aloria brings rich cross-functional experience in policy design and implementation, strategic management, service delivery, institutional reform, technology-enabled governance, resource optimisation, public finance, urbanisation, housing and slum development, water and sanitation, public transport, forest and environment, industrial promotion, information technology, agriculture and agri-business, cottage industries, tourism and townships.
As Chief Secretary, he was responsible for advising the State Government on policy formulation and development programmes, coordinating across departments and with the Government of India, monitoring implementation, strengthening service delivery, promoting technology in governance, ensuring effective utilisation of public resources and supporting institutional and administrative reforms.
He has continued to contribute his expertise through professional and advisory roles with public-sector and other institutions, including engagements with organisations associated with the Ministry of Defence, Government of India, as well as the energy, technology, infrastructure and public-sector sectors.
He has participated in international forums on environment, municipal reform, water and sanitation, urban development and public–private partnerships in the USA, China, Singapore and Malaysia. His publications and contributions include work on urbanisation and urban development, including Surat Vision 2020.
